The Ministry of Human Resources circulated a draft workplace mental-health code for companies with more than 200 staff. It asks for a named contact, a confidential referral path, and a ban on using sick-leave records in promotion files.
HR directors in Karachi and Lahore said they welcome the paper and do not yet have the budget. Employees said they would use a service that does not route through their manager. That single design choice will decide whether the code is real.
